  Welcome to Over The counter Services   We are pleased to be able to provide answers to common questions regarding a large number of different services that we provide. For some services, we have provided 'forms' (in .PDF format) that can be downloaded, printed, and then completed at your convenience.

  Criminal Information Requests    
  While we endeavor to process requests within 10 business days, unprecedented demand may cause delays. As of May 21, 2013, the wait time for employment or placement purposes is two weeks. All other checks will also be two weeks. Additional delays may occur if an applicant requires fingerprints or has a previous address outside of the Durham Region.

As of January 1, 2012, the fee for all Criminal Information Requests, commonly referred to as CIRs or background checks, is $20.00 for volunteers and $55.00 for all other requests. Only exact change will be taken (a receipt will be given). Acceptable forms of payment are: cash, Visa, Mastercard, Debit, certified cheque, money order or bank draft.

As of April 4, 2011, a new centralized fingerprinting centre will operate out of Central West Division, 480 Taunton Rd. E., in Whitby. It will operate weekdays from 7 a.m. to 5:30 p.m. It houses two LiveScan non-ink fingerprinting machines that can transmit electronic fingerprints directly to the RCMP, cutting their response time from about nine weeks to 7-10 days.

Although citizens filling out routine background checks (formally known as Criminal Information Requests, or CIRs) are encouraged to attend their closest police station, they can also fill out applications at the new fingerprinting centre.

In order to ensure faster service and to minimize costs for those applying for volunteer positions, citizens are now required to bring a letter from the organization they are volunteering for, on the organization’s letterhead. This letter should state the individual’s name, position and general duties they will be performing. This will ensure you receive the volunteer rate of $20 instead of the $55 fee and it also satisfies the RCMP’s requirement to waive its $25 fee for fingerprint comparison, if required.

General Information
  • Only residents of Durham Region are eligible to apply for a CIR with DRPS.
  • An appointment is not required to apply for the background (CIR) check.
  • Criminal Information Requests must be made to the Durham Regional Police Service IN PERSON.
  • Two pieces of identification are required. At least one piece of identification should have a photo of the applicant.
  • Requests must include payment. A receipt will be given. Please keep this receipt - the number on the top right corner will be used by our staff to reference your CIR.
  • CIRs will be mailed to the applicant unless specific arrangements have been made for pick-up. Only the applicant can pick up the criminal information request. Identification must be shown at the desk.
  • Completed Criminal Information Requests will only be kept on file for 60 days after the processing date.
  • Front counter clerks at each community office will assist applicants to fill out the form. Please note this service is no longer offered at the Regional Headquarters building in Whitby.
  • Durham Regional Police no longer offers fingerprinting services for pardons, Visas, immigration, etc. Please click here for a list of accredited agencies.


    *Vulnerable Sector Queries - When applying to work or volunteer within the vulnerable sector, in addition to having a criminal and local police information search conducted an individual is also searched against pardoned sex offenders. Historically, this search required only an individual's name and date of birth to be queried against pardoned sex offenders. It was recently determined that an individual could potentially avoid being linked to their pardoned sex offence(s) if he or she underwent a legal name change, and the name change wasn't reported to the RCMP (to update criminal record information).

    In the interest of public safety, the RCMP recently made enhancements to ensure an unreported name change would not allow a pardoned sexual offender to avoid being identified through a Vulnerable Sector query. These enhancements include automatically performing a seperate query on an individual's gender and date of birth should their name and date of birth not match a pardon sex offender.

    As anticipated in a DRPS Media Release on July 30, 2010, this broader query will require approximately 15% of all individuals working or volunteering in the vulnerable sector to attend DRPS for fingerprinting.

    *Adoption Queries - The RCMP encourages police agencies to conduct fingerprint-based criminial record checks for all applications related to adoptions to ensure they are screened for pardoned sex offences.

    Appeal Process

    • CIR applicants may appeal the inclusion of charges on their completed CIR form by making a written submission to the Administrative Assistant of the Records Unit at DRPS Regional Headquarters, 605 Rossland Road East, Box 911, Whitby, Ontario, L1N 0B8. The letter of appeal must have a copy of the CIR attached, be no longer than 4 pages and include supporting documentation (i.e., court transcripts, correspondence from solicitor).

    • To qualify to apply for a CIR appeal:

    1. Must have previously applied for a CIR
    2. Appeal must be made within 30 days upon receipt of CIR
    3. Can only appeal entries that appear on the CIR
    4. CIR cannot contain convictions for which a records suspension/pardon has not been received unless the individual was not fingerprinted for the offence
    5. CIR cannot contain outstanding Judicial Orders, or cases that are still before the courts
    6. CIR cannot contain Youth Criminal Justice Act (YCJA) entries (i.e., these entries are bound by the release period prescribed by the YCJA)
    7. If previous appeal denied, you must wait a minimum of six months to re-apply

    • Submissions will be reviewed by the Records Appeal Committee who will forward their decision in writing to the applicant

    • Decisions rendered by the committee are final and apply to the current CIR form as well as any subsequent CIR forms as long as no additional criminal charges have been laid
